Isolated China gives up trying to get LeT's Makki included to the UN list of terrorists

By resisting India's attempts to get Pakistan-based terror organisations and people added to the 1267 Sanctions Committee's list of sanctioned parties throughout the years, China has served as Pakistan's agent. In exchange, Pakistan receives silence from the Islamic world over Chinese Communist Party crimes committed against Uighur Sunni Muslims in the Xinjiang province.

China was compelled today to release the "technical" hold on the designation of Abdul Rehman Makki, the deputy leader of the Lashkar-e-Toiba based in Lahore, as a global terrorist by the 1267 UN Sanctions committee after India secured the support of 14 out of 15 UN Security Council members. Makki, the brother-in-law of Hafiz Saeed, the leader of the LeT and a designated terrorist, used to solicit money from the Middle East for the terrorist organisation while posing as the chair of the committee for international relations. In November 2010, the US Justice Department placed a $2 million bounty on Makki's head.

China was marginalised in the UNSC over Makki, according to diplomats headquartered in New York, as India made it plain that it would keep pushing for the Lashkar terrorist to be added to the terrorist list and for China's support of organisations operating out of Pakistan. As a permanent member of the UNSC, China had placed a technical hold on Makki's designation as a foreign terrorist in the 1267 committee in July 2022. The same committee should designate LeT member Sajjid Mir, who killed 183 people on September 11, as a global terrorist, according to India.

China has essentially served as Pakistan's agent in the UNSC over the years by thwarting attempts by the Narendra Modi administration and its allies, the US and France, to have terrorists with ties to Pakistan, such as Hafiz Saeed, Jaish-e-Mohammed Masood Azhar, and his brother Rauf Azhar, listed on the ISIS and Al Qaida Sanctions Committee's list of international terrorists. Masood Azhar was in charge of significant terror strikes in India that may have even sparked a war between the two nations and ran a terror factory in the Punjabi city of Bahawalpur, but China vetoed his designation four times before giving up. The same was true of LeT's Hafiz Saeed, who, along with his lieutenants Zaki-ur-Rehman Lakhvi and Sajjid Mir, planned and carried out the 26/11 Mumbai attacks with the full operational support of Pakistani intelligence. The influence of these two terrorist organisations in Pakistan is so great that Saeed and Azhar are both praised by the country's intelligence services and are seen as key players in the country's coercive strategies against India and the west.

It is true that Beijing conspired with Islamabad to have innocent Indians working in Afghanistan labelled as global terrorists by the same 1267 committee, despite the fact that China has justified its obstructions to the listing of known Pakistani terrorists and terrorist organisations by claiming it is an Indo-Pak issue. US and France, who are close allies of India, successfully thwarted all such attempts.

Makki's travel restrictions and designation as a global terrorist will make it difficult for the LeT to raise money for terrorism in the Middle East and for flood relief. The terrorist organisation known as Lashkar claims to follow Salafi Islam and has close ties with other Salafi groups operating in the Middle East, including the Muslim Brotherhood and other radical organisations.
