All private stations must keep fuel on hand and charge acceptable rates: The government is concerned about a fuel scarcity.

In light of the present gasoline scarcity problem, the government has enlarged the scope of USO regulations to include all retail outlets, including private fuel dealers. The measures were issued as a result of businesses cutting off supplies to customers due to scarcity. Failure to follow the rules on a regular basis may result in the retailer's license being revoked.

On Friday, the government issued a directive to private fuel retailers such as Reliance Industries, BP, Shell, and Nayara to keep adequate supplies at affordable pricing. The government has mandated that all retail shops comply with the Universal Service Obligation (USO). Failure to follow the rules on a regular basis may result in the retailer's license being revoked.
The government announced the regulations in the wake of merchants cutting off supplies to customers due to scarcity.
"The government has recently broadened the scope of USO to include all ROs, including those in remote areas. The Authorized entities are now required to extend the USO to all retail customers at all retail outlets. This was done with the goal of ensuring a greater quality of customer care in the market, as well as ensuring that adherence to the USO is part of market discipline, according to the Oil Ministry.
Until retail outlet requirements were limited to distant locations.
These USOs include ensuring the availability of MS and HSD during specified working hours and in specified quality and quantity; providing minimum facilities as specified by the Central Government; maintaining minimum inventory levels of MS and HSD as specified by the Central Government from time to time; providing services to any person on demand within a reasonable time and on a non-discriminatory basis, and ensuring the availability of fuel to the customer.

For retail outlets in rural areas, the government's 2019 rules for fuel retail license require these standards.
Retailers must also maintain fuel supplies during specified working hours and of specified quality and quantity; provide minimum facilities as specified by the Central Government; maintain minimum inventory levels of fuels as specified by the Central Government from time to time; provide services to any person on demand within a reasonable time and on a non-discriminatory basis; and ensure availability of fuel to the armed forces, according to the Ministry statement.
"The government has now enlarged the scope of its ROs to include Remote Area ROs. The Authorized entities are now required to extend the USO to all retail customers at all retail outlets. This was done with the goal of ensuring a higher quality of customer service in the market, as well as ensuring that adherence to the USO is part of market discipline," it added.
